This Plan is a continuation of past years’ plans and the overall policy planning direction. It focuses on gathering information on waste recycling technologies in Taiwan and overseas, evaluating the processing, application and specifications of recycled aggregates, continuing the revision of guidelines for work implementation and preparation of user manual, and promoting the application of recycled aggregates in harbor area construction works. The cost effectiveness of using recycled aggregates in harbor area construction works is better evaluated through on-site investigation and gathering resource input/output and environmental impact data. Analysis of management policy and laws related to waste recycling technologies and their applications in Taiwan and overseas has been completed. Investigation of two recycled aggregate manufacturing plants was concluded, and the results were included back into cost effectiveness evaluation to obtain more accurate evaluation. Continuing last year’s result, the contents of two items in the guidelines for work implementation have been revised in coordination with the Public Construction Commission’s review procedure. A special chapter (chapter 02319-1) has been added and a user manual for application of recycled aggregates in harbor area construction works has been established in the hope of boosting suppliers’ confidence in using recycled aggregates. In order to understand the usage of recycled aggregates, past implementations will continue to be monitored, and environmental monitoring and evaluation of plant growth in the Taipei Port’s windbreak will be ongoing. A review and evaluation report will be submitted after compilation of results.
